For all who have sinned without the Law will also perish without the Law, and all who have sinned under the Law will be judged by the Law.

Keep in mind that this letter was written to those in Rome who had converted to Christianity, both Jews and Non-Jews. Paul is building the case for salvation through Christ alone. He provides a perspective of sin by emphasizing that unrepentant sin leads to judgment no matter how you slice it.
